Setagaya is bordered by Suginami to the north, Shibuya to the northeast, Meguro to the east, Ota to the southeast, Kanagawa Prefecture to the south, Komae to the southwest, Chofu to the west and Mitaka to the northwest. The ward comprises mainly residential neighborhoods, which explain the high population of the area. It is subdivided into three districts namely Setagaya, Kitazawa, Tamagawa, Kinuta and Karasuyama.

Setagaya special ward was originally a collection of 42 villages. When the han system was abolished during the Meiji Restoration in 1871, the area was split between Kanagawa Prefecture and Tokyo Prefecture. In 1893, some of the areas in Kanagawa Prefecture was transferred to Tokyo Prefecture. In 1932, Setagaya ward was established when Tokyo Prefecture was succeeded by Tokyo City. In 1936, it took on its present boundary. Then in 1947, under the Allied occupation of Japan, Tokyo City was changed to Tokyo Metropolis, and Setagaya ward became Setagaya special ward.
