Toshima has the highest percentage of non-Japanese among all the wards of Tokyo, at 7.42%. Most of the non-Japanese are ethnic Chinese followed by Koreans, Filipinos and Europeans. Toshima dates back to 1932, when it was created by merging four towns, Sugamocho, Nishi-sugamocho, Takadacho and Nagasakicho, to form a ward of Tokyo City. In 1947 it was reorganized as a special ward when Tokyo City was reestablished as Tokyo Metropolis.
