The Multimedia Super Corridor, also known as MSC, is an initiative by the Malaysian government to usher the country into the age of information and knowledge. The original area designated as MSC covers an area of 15 km by 50 km stretching from the Petronas Twin Towers to the Kuala Lumpur International Airport. On 7 December 2006, the MSC status was expanded to include the entire Klang Valley.
The MSC status is given by the Malaysiian government to companies that engage in ICT activities within the area designated as Multimedia Super Corridor. These companies enjoy a set of incentives and benefits backed by ten Bill of Guarantees including no censorship of the Internet. However a downside of these benefits, which require the companies to be registered within the MSC area, is that rental and real estate prices within the MSC area has shot up. The Bill of Guarantees has also been watered down, including the guarantee against Internet censorship.
The MSC status is given to both local as well as foreign companiens that develop or make use of multimedia technologies to produce or add value to their products and services. To qualify for the status, applicant companies must satisfy the following criteria:
- Be a provider or heavy user of multimedia products and services.
- Employ a substantial number of knowledge workers.
- Provide technology transfer and/or contribute towards the development of MSC Malaysia or support Malaysia's k-economy initiatives.
- Establish a separate legal entity for MSC Malaysia qualifying multimedia business and activities.
- Locate in a MSC Malaysia designated cybercities.
- Comply with environmental guidelines.
