Napier Road was named after William Napier, who became the first local lawyer of Singapore in 1833. He married Maria Frances, the widow of famous local architect George Coleman. Much of the hill land in the Tanglin area became his plantation land.
William Napier was one of the founders of the Singapore Free Press. He also held a stake in the Raffles Library. Due to his acquaintance to Rajah James Brooke, he was made the Lieutenant Governor of Labuan.
